In a way, the city of Baltimore just legalized graffiti. Nonprofit organization Section1 has been given permission to cover 3.5 acres of underused land with spray-painted art, courtesy of local street artists. Section1’s goal is to transform the 3.5-acre plot into a functioning public park with three performance venues; an 18,000 square-foot skatepark; and an acre of green space. For the nonprofit, it’s a way of fostering community and creativity in an underserved section of the city.
